paths.base: manifest is not honored for workflows: — bundled workflows only resolve from repo root, blocking self-contained subdir layouts (sibling to #459)

Today extensions resolve only through the central swamp.club registry. It would be great if a collective could be backed by a web / git forge namespace, so a team can pull extensions from their own forge instead of the central registry.

I see #12 (private extensions) was closed recently. Was there a reason? This may overlap with that need, so I wanted to check whether it was declined, deferred, or superseded before pushing on it.
