Cover: (1) The concurrency: YAML field at workflow, job, and step levels with examples. (2) Resolution order: step > job > workflow > unbounded. (3) The SWAMP_MAX_CONCURRENT_STEPS env var as a host-level ceiling. (4) Common use cases: API rate limits, Docker resource limits, shared CI runner protection.
